Gautham Kolluri had the opportunity to meet with the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship Canada, to discuss pressing issues in the international student recruitment industry. Kolluri, a long-standing advocate for ethical recruitment practices, expressed his concerns directly to the Minister, focusing on the increasingly problematic role of subagent models used by Pseudo Ed-Tech aggregators and B2B education consultants.
During the meeting, Kolluri highlighted how this subagent model has transformed international student recruitment into what he described as “student trafficking,” particularly affecting students from India. He explained that many unethical subagents exploit Canada’s study programs, using these platforms to funnel applications to colleges and universities with little to no direct contact with prospective students. Kolluri emphasized that these Pseudo-EdTech platforms operate more like courier services, with no accountability, leading to cases where even criminals have entered Canada on study visas processed through these subagents.
Minister Miller acknowledged the gravity of the situation and stressed the need for Canadian colleges and universities to improve accountability and transparency in their recruitment processes. He also emphasized the importance of focusing on ethical recruitment practices to ensure that the integrity of Canada’s international education programs is maintained.
